just talked to pony express central office. the procedure for Belarus citizens is the following -
1) she has to register on the webside ustravedocs.com to fill application form ds-160 and to pay the consulate fee
by credit card
2) once this is done - she can schedule her interview at the moscow consulate online. the first available dates will
be shown on the website
