I confirmed my interpretation was mostly correct. Timber was one of what I referred to as the dregs of
extenders—along with nascar, race horses, etc. The tax items were mostly these extenders, which we had set on
a path to expire in 2015. And then their being discontinued was used as a "payfor" in the tax bill last year
(because they used a baseline that assumed they were permanent).
I was only mostly correct because there were a few new tax items but they were mostly small and inoffensive
—some standard tax changes they often pass after disasters (e.g., letting people affected withdraw from
retirement accounts) and several very minor items that are more like technical corrections and look pretty
inoffensive.
