Sounds good. We are now inquiring with PBOC (People's Bank of China) regarding regulations. It looks like
some rules need to be redefined. The important thing is if we can do this without requiring new national laws to
be enacted or the act does not break existing law / rules. Redefinition needs work, but should be manageable.
I will contact Karem and fly down to see him in Shanghai.

desmond.. my very close friend and the son of the current president of Senegal, Karem Wade,
will be in Shangai, may 4-to 7. He will likely be the next president himself, and is
well respected throughout africa and in Washington. He is western educated and worked
for ubs for 13 years. He would be my partner in the offshore entitites. I think he would

Since our last phone call, we have worked on the idea of offshore banking in China. It seems promising and
executable. We have talked to chairman of CITIC group ( ), which
owns CITIC bank in China, and also vice mayor of shanghai who heads financial sector there. Some more
studies need to be done. I will keep you updated. He is looking forward to meeting you privately.
