Sounds good. We are now inquiring with PBOC (People's Bank of China) regarding regulations. It looks like
some rules need to be redefined. The important thing is if we can do this without requiring new national laws
to be enacted or the act does not break existing law / rules. Redefinition needs work, but should be
manageable.
I will contact Karem and fly down to see him in Shanghai.

Wade, will be in Shangai, may 4-to 7. He will likely be the next president himself, and
is well respected throughout africa and in Washington. He is western educated and

Since our last phone call, we have worked on the idea ofoffshore banking in China. It seems promising
and executable. We have talked to chairman ofCITIC group( ),
which owns CITIC bank in China,and also vice mayor ofshanghai who heads financial sector there. Some
