This is a big deal if done right. and a non starter ( less than 50 m ) if not. access to paul and richard,
details of the projections, competition, viablity, strength of the spectrum and ip rights, legislation roadblocks,
institutional support ( UN etc ). governance, financial guarnatees, protections for both sides. insurance, etc
