why would investors buy the bonds.? maybe securitizing aid bonds, diffemt tranches , not
seen in done , collarteraize aid securities?

Countries sell us infra-backed bonds to get them off their books, and then we pass them off to
investors on secondary market at a higher price, expanding our lending capacity. Countries
then go back and sell us bonds for other projects, which we sell off to secondary market, in a
circular cycle. It's a sort of Fannie Mae model.
